Title: Mental health care reform in Belgium: interorganisational networks and integration of care

Purpose: To make a plan evaluation of mental health care reform projects. It emphasizes the logic, underlying considerations and choices for network configurations.

Background: In 2011 a large scale reform process in mental health care was launched in Belgium aiming at deinstitutionalization and integration of care. Within the constraints of a general policy programme, the sector was allowed to propose interorganisational networks within a chosen geographical area. This first stage analyses the plans and meanings given by the projects to this government programme. It is a first step in a longer term prospective programme evaluation.

Methods: literature on inter-organizational networks, content analysis of project-proposals and in-depth-interviews.

Results and conclusions: Many projects build their network model strongly upon previous informal collaborations. Networks rely on historical alliances rather than (epidemiological) needs assessment in area. The proposed network configurations differ widely in complexity (type, size, heterogeneity of sectors) and coordination models. Networks are characterized by sub-networks at the level of the core functions. Overall, the coordination model correlates with the network complexity.

Discussion: Network complexity can have serious implications for realizing integration of care and enhance network efficiency. Networks can be adapted to the local contexts, but further research is needed to assess their effectiveness and efficiency for providing integrated care.
