The Smart Flanders programme was initiated by the Flemish Government in 2017 and is coordinated by interdisciplinary researchers of two universities The goal of the program is to support the 13 so-called center cities in the Region (by and large the biggest cities) and a representation of the Flemish Community in the Brussels Region with defining and implementing smart city-activities and (open) data publishing. In order to achieve this, these cities needed to find common ground and collaborate in ways and on themes that were quite new to them. The objective of the research is to establish a status questionis on the operationalisation and implementation of ‘smart city’ activities in the local organisations.
