1. Introduction

In recent years, the sports sector grew more and more convinced that far-reaching measures are necessary to improve quality of youth sport. Professionalization of coaching, beside the devotion of many indispensable volunteers, is considered as a great challenge for the 21st century. Therefore, for a few years it has been taken in considering to efficiently put into deploy PE-teachers to set off the problems concerning the lack of quality in youth sport and to support volunteers in extracurricular sports activities.
In international literature (De Knop, Engström, Skirstad & Weiss, 1996) as well as in national policy documents, the PE-teacher is clearly presented as a key figure in the collaboration between school, local authority and club. In this policy document concepts like quality, quality criteria, quality control and quality management receive broad attention within the scope of school sport and other forms of organized sport.
In 2000, the Flemish government approved the project 'flexible assignment of the PE-teacher'. With this, the PE-teacher is part-time seconded from teaching and he/she receives a part-time assignment in the local extracurricular sports activities. The first of September 2001, seventeen teachers set up their activities. The pilot project will be concluded on the 31st of August 2002. The intended strategic purpose is:
'Let move and learn to move better in a sound manner as many youngsters as possible by putting into deploy the PE-teacher in extracurricular sports activities in school, municipality and club and finally stimulate young people to become a member of a sports club.'
The pilot project is evaluated internally by the cell Sport (Ministry of the Flemish Community, administration Culture, department Youth & Sport) as well as externally by means of scientific research. Since the project and the research are not yet round off at the moment, the emphasis will be put on the research design.

2. Research design

In our study, it is examined if it is feasible and meaningful to implement the concept 'flexible assignment of the PE-teacher' on a broader scale with surplus value for all partners, notably the youngsters, the authorities and of course the teachers themselves. The research questions are essentially focused on the influence of the teachers on sports promotion, quality of coaching and sports policy, on job satisfaction and on possible barriers and bottlenecks. Further, it is examined which experiences youngsters and concerned authorities have with the flexible teacher and which changes they perceive between the situation before and during the pilot project.

Data collection occurs by means of in-depth interviews with the 17 teachers, observations of extracurricular activities and group interviews with participants and partners (school, municipality, sports club, federation) and a discussion with the selection committee.
Beside this qualitative research the evaluation also includes a quantitative part, in which the pupils are questioned in writing by means of a questionnaire.

For the conceptual framework, which is the base for the interpretation of the research data, we appeal to four main topics:
- basic competencies of the PE-teacher and the coach in youth sport;
- experiences of pupils with coaching in physical education and extracurricular sports activities;
- sports promotion;
- quality management in youth sport policy.
