The GOA-project will identify new legal and governance solutions for the current legitimacy problem for European criminal law through:
1. The development of a new framework for European constitutional criminal law based on the identification of shared and indispensable European principles and guarantees governing criminal law and criminal procedure
2. The development of a workable set of constitutional law criteria to be applied by the ECJ in an overarching European constitutional criminal structure.
It will do so by setting out a series of lines of research, based on legal analysis of the old and new EU framework with regard to European criminal law, constitutional criminal law in the member states, theory construction and more qualitative research methods. Six main research lines can be identified
